Noa Dihing on spate, flood in Changlang, Lohit remain grim

ITANAGAR, Apr 23: Noa Dihing River is flowing above danger level at Miao, Bordumsa & Diyun Circles of Changlang district with unabated bank erosion flowing incessant rainfall.

The gauge reading at Miao on 21st April, was 239.95m, which is only 10cm below the all time historical gauge reading recorded so far.

Noa Dihing River outflanked its left bank and flood water entered Bijoypur, inhabited by Chakma refugees, inundating 80 houses. Villagers were instructed to move to safer location and not to stay at night in the vicinity of nearby area, where the  flood water has formed a new course. On 25th July’2007 also Bijoypur village faced the same scenario.

Executive Engineer, WRD Bordumsa B.K.Karki, and his team members who visited the site informed that it will take some years, to make the field suitable for cultivation, as it has been covered with a thick layer of sand, silt, cobbles and pebbles. It is apprehended that if the rain continues for some more days then villages under Diyun circle will also be inundated with flood water.

Under Miao & Kharsang Circles also, it has been reported that there is wide spread loss of agricultural land. Structural intervention carried out at Dharmpapur village has also been partially damaged.  Road connectivity from Kharsang to Bordumsa via Makantong has been cut off.

Lohit: Though flood water in submerged area of Dharampur, Vijoypur, Kaba, Pathar Gaon, Samuguri, Mengkeng Miri and Bhogamur village has slightly receded, relief operation is still continuing. Rice and other essential food items were made available at the in the designated relief camp.

As per reports received this evening, PWD road to Chesing Wingko and Nongtaw village area is still inundated while the water is overflowing the road at Jenglai Kachari in Piyong Circle by the flood water of Jengthu river.

In Namsai Circle, water is overflowing NH 52 at Manmow and vast area of Manmow, Samuguri, Bhorbeel area, Menkeng Miri, Menkeng and Khamti and Pangen villages are still inundated.

The Tengapani River has eroded 20m wide strip whereas large agricultural area is still under water at Nongtaw Shyam, Nongtaw Khamti and Jenglai villages.

Water has slightly receded at Dharampur and New Silatoo vill under Lekang Circle but heavy erosion is still continuing and overall  flood situation is grim.

Though situation in entire Namsai sub – division is grim the administration monitoring flood situation and ready to meet any situation for extending all possible help to marooned people of the area.

Tezu, the district headquarters of Lohit remains totally cutoff today from rest of country. The Tengaani bridge which has been eroded is almost on the verge of total destruction.

Danglat Bridge, constructed by BRTF is eroded by  Sukhanalah river. In Sunpura circle all the river and tributaries are flowing above danger level.  Haju village has been badly effected and all standing crops swept away.

Koloriang: Two people including a pregnant woman have been seriously injured after a landslide hit a quarters of the official of the DC following incessant rain. A baby which was trapped inside the debris of the damaged house was safely evacuated after an hour of hard work. Deputy Commissioner Bidol Tayeng said that injured would be evacuated to Naharlagun for further treatment tomorrow, provided the weather looks up. He further informed that whole district has been hit following incessant rain.

 

Power crisis hits Roing

ROING, Apr 23: The intake point of the Deopani hydel of 750 KW-I and 500 KW-II phases were damaged under the impact of heavy shower on Apr 21 last forcing the people of the township to live in darkness.

As the Eze River has been flowing in high spate during last several days, the intake point is facing danger.  The lone river is the only source of power and drinking water for the people of the township.

O Apum AE Hydro Power (civil) assessed the damages occurred in intake point. Apum informed that there have been landslides in the 2.9 Km Deopani channel.

“We attempted to restore the diverted course but it is in vain, until there is improvement in the weather, restoration is almost impossible”, Apum said.  Meanwhile, labourers of the PHED has been engaged in war footing to locate alternative sources in order to avoid drinking water crisis.  “As we could not depend on this river (Eze) with the start of monsoon the crisis for the drinking water is imminent. The department tap water from number of seasonal streams to meet the crisis”, informs the department sources.

 

DC warns against rampant and unauthorized quarrying

BOMDILA, Apr 23: Deputy Commissioner West Kameng, Rinchin Tashi directed the AMDO to put a check on rampant and unauthorized quarrying being carried out in an around Bomdila township, Sera and Pedung which leads to landslides of varying magnitudes triggered by the incessant rainfalls and poor drainage system. Worried by the early onset of monsoon and the incessant rainfalls in the area and beyond, DC Tashi called upon the officers to be prepared in advance for any eventuality. The district has witnessed several natural calamities in the past leading to loss of valuable human lives and properties worth in crores.

Tashi said this while addressing the first coordination meeting of all the HODs of the district headquarter after assuming the charges of DC.

The DC assured initiating prompt disciplinary actions against illegal encroachment of government land and mushrooming up of illegal constructions in the district headquarters.

He further made an appeal to reach out to the people as the departments and the officers are responsible for the effective implementation of the various programmes and policies of the government. All-out efforts should be made to ensure that the benefits of the developmental activities reach the people at the grass-root level. Until and unless the government servants are responsive and accountable, the developmental activities can’t take place in true sense, he said.

Upholding the adage of Clean and Green Arunachal, DC Tashi emphasized on the effective disposal system by digging garbage pits in one’s residential premises and conducting mass sanitation drives on last Friday of every month in the district headquarters Bomdila and in its peripheral areas starting from April 30.

Likewise, plantation of saplings would be carried out in the premises of every household on May 7. Concerned family has to look after the sapling after plantation.

 

Society for NIT at Dedziling

ITANAGAR, Apr 23: Kameng and Tawang District Development Society (K&TDDS) has expressed surprised over terming Dedziling near Bhalukpong, the proposed site for NIT, as controversial place by some organizations of the state.  K&TDDS believed that sharing boundary with Assam does not make Bhalukpong a controversial area.

Society further informed that local residents have donated land free of cost for the construction of NIT. Also proposed site is well connected with road, railway and airport facility at Solabari(Tezpur) hardly 40 km away. K&TDDS went on to add that Dedziling, the proposed site, measuring about 700 hectares, includes de-reserved areas.A map of the proposed site was also prepared by Range Forest Officer and countersigned by divisional forest officer, Khellong Forest Division, Bhalukpong.

The Society demanded that institution be established at Dedziling as soon as possible without bias and controversies.

SULPIC to launch 2nd phase of agitation

ITANAGAR, Apr 23: Subansiri Lower Project Implementation Committee (SULPIC) has decided launch its 2nd phase of agitation in the form of bandh call in the right bank of Subansiri Lower HE Project under Dollungmukh circle w.e.f. April 25 to 29 due to non-fulfillment of its 9-point demands.

Meanwhile, All Raga Area Students’ Union (ARASU) has urged the NHPC authority and state Govt to fulfill the demands of the Subansiri Lower Power Project Implementation Committee (SULPIC) at the earliest.

Supporting the movement of the SULPIC in favour of their demands, the ARASU said authorities must fulfill the genuine demands of the people of the area to remove the feeling of deprivation and without compelling the union to launch agitation.

The union further said that Dollungmukh circle under Raga Sub-division is deprived of proper road connectivity.  There are no basic facilities in the area, the union resented.

The people of this area had hoped some developments with the fulfiment of demands raised by the SULPIC, the Union said, while adding that  now it is time for NHPC and state Govt to give a serious thought to the demands to bring in development in the area.

Even after signing of MoAs with state govt, NHPC  is  not giving any heed to fulfill the demands of the the SULPIC, the union  said. Demands of the committee are immediate shifting of Law College and conference hall to Dollungmukh, recruitment of Groups "C" and "D" posts from project affected people, shifting of all project related offices from Gerukamukh to Dollungmukh, opening of 50 bedded hospital at Dollungmukh, intra-village road via circle office Hqs Paro-NH52 and other amenities and facilities.

ITANAGAR, Apr 23:  Apart from the coffee and a film, Saturday Cinemaghar at E & K’s, Naharlagun on April 24 would feature an insightful discussion on domestic violence.

The new edition of the Saturday Cinemagarh which was launched last week includes discussions on the issues confronting the state with an aim to create a platform for ideas to converge.

The theme of the discussion is “Unseen agony” to be moderated by Member Secretary Arunachal Pradesh State Women’s Commission Mamta Riba. The panelists are Assistant Professor of English, DNGC and rights activist Taw Azu, Arunachal Pradesh State Women’s Commission Vice Chairperson Tadar Mepung and Law Officer, Govt of Arunachal Pradesh Dani Bello.

Itanagar to host Don Bosco Alumni national centenary celebrations

ITANAGAR, Apr 23: Don Bosco Alumni of Dimapur Province in its provincial council meeting held at Kohima on Sunday last evaluated the various activities undertaken by the different Units and at the Provincial level during the last year and adopted the Action-plan for the coming year.

The meeting resolved that every Unit of Dimapur province  shall conduct minimum two programs  each – one towards the upliftment of the less privileged, and another  towards the betterment of the youth of the neighbourhood. The Dimapur province comprises of the states of Arunachal Pradesh, Upper Assam, Nagaland and Manipur.

During the meeting the members of Itanagar Unit has agreed to host the Centenary Celebrations of the Indian Federation of Don Bosco Alumni in Itanagar in January 2011. The  members also decided to participate in the Centenary Celebrations of the World Confederation of Don Bosco Alumni to be held in Rome from 29th September to 3rd October 2010.

The meeting chaired by Francis Pelevituo Solo, Commissioner & Secretary, Technical & Higher Education, Nagaland, who is also the Provincial President of the Association, was attended by 30 other Executive Committee members of the 9 constituent units,  namely, Itanagar, Dibrugarh, Dimapur, Zubza, Kohima, Wokha, Maram, Imphal and Tamenglong.

 

IDEA initiates sustainable livelihood training programme

ITANAGAR, Apr 23: Itanagar Diocesan Empowerment Association as a part of SHG promotion and sustainable rural livelihood conducted a one day training programme on   Mushroom cultivation and sustainable livelihood promotion at Pachin colony.

There were 30 participants from Ringth Ane, Changtum Ane, Ginagan Dene, and Purte Dene SHGs  of Pachin Colony.

The training programme was aimed at reduction of rural unemployment and promotion of sustainable income and food security. The participants were also capacitated on social analysis entrepreneurship, micro enterprise, developing village level business plan.

Book-keeping and SHG animation, maintenance of records and the ways of strengthening the groups were informed to the participants.  The participants also discussed about the possibilities of eradicating various types of social evils from the family and society.

 

APPWU delegation meet CM, submits memorandum

ITANAGAR, Apr 23: A delegation of All Arunachal Pradesh Workers’ Union (AAPWU) recently met chief minister Dorjee Khandu in his official residence and apprised him of the various grievances of the union by submitting memorandum.

Later, the delegation held threadbare discussion on their demands with Padi Richo, Parliamentary secretary for Land Management, Labour and Employment. According to AAPWU Richo assured the union to look into their demands which included, among others, conversion of WC employees to WC(T/C) category and ALCs too, VRS provision to labourers including ALCs of all working departments, proper implementation of MACP in favour of WC employees, WC status to casual labourers who have already completed 15 years of service, liveries to WC employees (as admissible), releasing bonus to all categories of workers whenever fund is available, granting 300 days earned leave  for WC employees of all departments at par with state govt employees instead of 60 days accumulated earned leave in  service period.

 

T. Puyi memorial Volleyball tourney

ITANAGAR, Apr 23: The 3rd Teli Puyi Memorial Volleyball Tournament will be held at Kampo Jote panchayat from May one to five next.

Over 40 teams both men and women from Tarasso, Balijan and Sangdupota circles under Papum Pare district are expected to participate.

Winners and runners up of both men and women’s teams would be given cash prizes along with trophies.

 

Admin declares bandh Illegal

Itanagar, Apr 23: The Capital Region Administration has declared the 12 hours bandh call given by All Nyishi Youth Association on April 27 as unlawful and illegal. DC Padmini Singla in an order said that nobody can be allowed to violate fundamental rights of the citizens by calling a bandh apart from causing economic loss to the state.

The Association has called for a bandh after the government allegedly failed to respond to its one point demand on AOP.

The DC in the order further states that actions would be taken against violators as per provisions of the law.

Itanagar: Apatani Youth Association (AYA) supported the proposed 12 hrs Capital Bandh call  given by All Nyishi Youth Association(ANYA) on  April 27 in protest against the failure by state government to issue a white paper on non- preparation of AOP for the state, according to a AYA release.

ITANAGAR: Itanagar Buddhist Cultural society members will conduct a social service in the premises of Siddharth Vihar, on April 25 as part of clean and green drive.  Later a meeting of the Theravada Buddhist members and IBCS members will be held to chalk out plan for Buddha Purnima celebration on May 27 next.

 

Condolence

ITANAGAR, Apr 23: The Rajiv Gandhi University fraternity has deeply mourned the sad demise of one of its member Late C.T. Longchut who breathed his last at RKM Hospital Itanagar after prolonged illness on April 17.  He was working as a Xerox operator.

He leaves behind his mother, wife and two kids.

A host of employees of the university attended his  last rites at Khampti Basti in Narayanpur, Assam.  The members also conducted a prayer meeting for departed soul and expressed deep sympathy to the bereaved family.

Why all important institutes should be based only in Capital?

 

Dear Editor,

I, on behalf of the people of Kameng belt strongly opposed the press statement of All Nyishi Youth Association opposing establishment of NIT at Bhalukpong.

Almost every part of Arunachal Pradesh shares boundary with neighbouring state and there is often boundary row. Therefore, the apprehension raised by certain organizations that Bhalukpong is unsafe due to frequent inter-state boundary problems with Assam carries no meaning.

Bhalukpong is readily connected with railways and roadways. A memorandum regarding establishment of the NIT at Bhalukpong had already been submitted. Moreover, a joint inspection report along with the map of the total 750 hectare (approx) of land (including de-reserved area of railway, FCI and industrial estate) has been submitted for establishment of the NIT at Bhalukpong.

Why all important institutes should be based only in the Capital? Other backward area should also be considered for development.

I request the state Govt to take serious note of it and do justice to every section of the society by establishing the NIT at Bhalukpong. The fruit of development should not be confined to one pocket of the state only; rather it should be distributed to various parts of the state.

Dear Editor,

The News item which came out in your reputed daily's showcasing the Murky Hydro power Deals by Govt. of Arunachal Pradesh, brought to light by the NCP, Arunachal Unit yesterday is indeed praiseworthy.

It has unearthed the Hidden Agenda of the Government of Arunachal Pradesh.

Now every conscious citizen of the State has got the duty as well as right to know, how much money was received as upfront payment from each Power developer and where has that Money been used or gone. What were the procedures adopted in awarding the Projects to the Companies?

How and why did the "People First" Government sell our Ancestral lands without our knowledge and consent?

Every conscious citizen certainly will be taken aback by such arbitrary steps by a government with a slogan "people first" in words but Anti-People in deeds.
